Senior Manager of Information Technology

The Sr. Manager of Information Technology (IT) is responsible for leadership and strategic direction of the IT Division including systems, services, infrastructure, and security. This position is also responsible for the direction and coordination of all IT and Operational Technologies (IT/OT)) management activities and programs through NSBU staff, independent contractors, and consultants. The Sr. Manager monitors administration to established standards and procedures and identifies opportunities for improvement and resolves any discrepancies to maximize the use of IT systems, technologies, and functions. This position creates business value and positive outcomes across electric and water utility environment through the application of secure systems and supporting technology.
Essential Duties and Responsibilities
Includes the following and other duties as assigned:
Responsible for the overall leadership and development of the IT Department and personnel, including directing the priorities, people and resource allocations, performance appraisals, identifying and managing employee developmental needs, and establishing and maintaining a positive and productive working environment.
Oversees application of best practices technology for assuring cyber security and information risk management across IT-OT infrastructure and systems. Assures systems are configured to maintain compliance with applicable industry cyber and physical security guidelines and requirements, (e.g., E-ISAC, W-ISAC, NERC, CIP, etc.).
Works collaboratively with cross-functional teams and business partners, and oversees the development, implementation and maintenance of enterprise-wide platforms and systems (e.g., utility engineering and operations, finance and accounting systems, customer service and billing, HR, etc.).
Recommends, establishes, and maintains effective IT Policies, procedures, strategies, and standards for application across the enterprise.
Plans, coordinates, and supervises data processing, analysis, and operations. Identifies, recommends, and manages improved and new systems and best practices, developing long-term information technology plans based upon the NSBU’s strategic initiatives and business needs.
Prepares and submits the IT Department budget for approval and is responsible for ensuring the proper management of the departmental budget.
Works in conjunction with the Purchasing Division to negotiate, evaluate, and recommend complex proposals and contracts for purchase of information technology products and services, and independent contractor and consultant services and is responsible for the overall management and oversight of such products and services.
Responsible for the NSBU’s IT Asset Management Program and analyzes system and equipment performance records to determine the need for upgrade, repair, or replacement.
Conducts research on new technologies by attending seminars, reading trade articles, or taking classes, and implements or recommends the implementation of new technologies.
Analyzes data to identify or resolve operational problems and assures appropriate staff and/or vendor provisions for the support of business operations.
Conducts research to gain information about current products and IT-OT industry best practices for advising leadership team for potential application to business.

Demonstrated knowledge of Electric/Water/Wastewater utility OT functions including systems such as Programmable Logic Control (PLC) systems, Supervisory Control and Data Acquisition (SCADA), Outage Management Systems (OMS), Advanced Distributed Management System (ADMS) or other equivalent operational systems.
Must have experience in the Microsoft Office 365 and/or Outlook Exchange computing environments, and related services including email, printing, and local server and cloud backup and storage space management practices, etc. Knowledge and experience assuring effective application of systems, software and tools for managing; anti-virus and cyber security threat monitoring, detection, and elimination; principles and applications of information technology tools, including planning and development of information and telecommunications systems; website development and maintenance; all aspects of server assets and personal computers; the maintenance and repair of electronic and communications systems; customer service principles; and current knowledge of information systems products and developments.

Education and Experience
This position requires the following education and experience:
Bachelor’s degree in computer science, information systems, engineering, business administration, or related field required (Master’s degree preferred) with a minimum of ten years of experience in information technology required, in the utility industry (preferred) or public sector; or combination of education and experience.
Demonstrated experience in effective supervision and management of IT teams.
Experience in leading the on-going operation, maintenance, and upgrade of IT-OT systems.
Certifications, Licenses, Registrations
This position requires the following certifications, licenses, registrations:
Relevant IT, Security and Cyber related industry certifications, such as:
- Certified Information System Security Professional (CISSP) preferred
- CompTIA: A+, Network+, and/or Security+
- Cisco Certified Network Professional (CCNP)
- Microsoft Certified Solutions Expert (MCSE)
- Certified Information System Security Professional (CISSP)
- Global Information Assurance Certification (GIAC)
- Certified Information Security Manager (CISM)
- Certified Information Systems Auditor (CISA)
- Certified in Risk and Information Security (CRISC)
- or other applicable IT/security certifications
Other Qualifications
Florida Drivers’ License Class E required. Ability to work flexible hours, as required.
Salary Range: $135,000.00 to $150,000.00
Starting salary is dependent upon qualifications. Compensation package includes benefits such as retirement, health insurance, vacation time, and more.
